This phrase has gone nuts. More accurately, those who use it every other day have gone nuts. This is just one example of how the words we use are slowly losing their actual meaning. Though "hate speech" once meant speech that was hateful and wasn't actualy a phrase in and of itself, it now roughly translates as "the criminal act of saying something negative about a minority or the one describing the statement as 'hate speech.' "
With the superfluosity( I think I made that up?) of usage of this phrase, it is only so long before trash talking an opposing team in the stands or in your own living room is "hate speech."
